DOMANI Project Training on Microcredentials Successfully Held in Tallinn, Estonia

The DOMANI consortium successfully organised a three-day international Training Session and Consultation on the Management and Provision of Microcredentials from 27–29 October 2025 in Tallinn, Estonia. The event was jointly hosted by the Estonian University of Life Sciences (EMU) and the Estonian Quality Agency for Education / Estonian Education and Youth Board (HAKA), bringing together higher education institutions, national agencies, and industry representatives in a hybrid format.

The training was implemented within the framework of DOMANI Work Package 3 and contributed to Deliverables D3.4 and D7, aiming to strengthen institutional and national capacities for the development, implementation, and quality assurance of microcredentials in Estonia, Mongolia, and Ukraine. A total of 23 participants attended the training sessions, while 19 representatives participated in the Steering Committee and Consortium meetings held alongside the event.

The programme focused on international standards and best practices related to microcredentials, including frameworks developed by the European Union, OECD, and UNESCO. Participants also explored Estonia’s national regulatory environment, including the Adult Education Act and ISCED classification system, while discussing curriculum design, assessment methods, recognition procedures, and institutional cooperation mechanisms.

During the first two days, DOMANI project partners participated in internal capacity-building sessions and consortium workshops. Key presentations included discussions on microcredential curriculum design and ICT integration at EMU by Kristina Marran, as well as international policy frameworks presented by Ts. Burmaa from SAEB/MULS. Consortium workshops additionally focused on mentorship programmes, hackathon planning, and coordination across work packages.

The third day expanded participation to a broader audience and featured contributions from international and national experts. Simon Roy from the OECD delivered a session on quality assurance practices for microcredentials in OECD countries, while HAKA experts conducted workshops on Estonia’s quality assurance system, curriculum development, and assessment procedures. Participants also explored practical implementation experiences through a case study on micro-degrees presented by Hanno Tomberg from TalTech University.

The Tallinn training session significantly strengthened participants’ understanding of microcredential systems and enhanced institutional readiness for implementing high-quality, internationally aligned microcredential programmes. The event further reinforced collaboration between EMU, HAKA, and DOMANI partner institutions, supporting the continued advancement of Work Package 3 and the broader goals of the DOMANI project.
